Letter from Palmer Pillans to S.A. LeBlanc acknowledging receipt of his letter concerning Mrs. Phillips. He writes that they have discussed the promotions and that they have agreed to try out both positions on condition of results. He writes that they both understand the financial limitations of being field secretary. Also, he writes that it would not be a good time to lobby legislatures as they have already asked so much and the nation is now at war
