Introductory Note by the Executive Boards
The eight years since organization have been years of achievement, jut they have also been years of financial struggle and personal Sacrifice. A few cities and towns have paid their part loyally; many ave been slackers, paying little or nothing. To keep the 'work alive he Managing Director has been compelled to contribute in work and anas to an unfair extent. This organization, to function properly, fist have a dependable income. The national recognition of the High-ay has grown so extensive Headquarters are burdened with work. The Citizens of San Antonio will continue to meet their quota, and the xecutive Board will continue its service in the interest of all members f the other communities will give their proper share of membership upport.
