-2- The by-laws provide briefly as follows: 1 - A national Board of Managers of seven women at the headquarters city. 2 - A State Director with Associate Directors (no limit as to number) appointed by the National Director and confirmed by the national Board of Managers; these directors constitute the State Executive Board. Texas, because of its size, is divided into an East Texas division and a West Texas division, each under its own Executive Board. Local Executive Committees (a chairman, secretary, and treasurer) are to be appointed by the State Director in counties or districts as the circumstances warrant. This committee and the local membership constitute the local Chapter of the Beautification Department. In the following October the local Chapter will elect its own officers. 3 - The local Chapter will need funds for its local beautification work so an associate membership of $1.00 per year is provided together with a $1.00 initiation fee. 4 - The local Chapter also retains all subscriptions and funds from any source it can develop. The State Executive Board may also retain the funds it collects, except that the State Directors (as well as the National Directors) must become members of the national organization and pay their membership of $10.00 to the national treasurer. It is necessary that officials be members of the national body; the money really goes back to the state boards for the work of the national board is to help the state boards. See section 8 of tho by-laws. 5 - While the National Director and the national Board of Managers have numerous expenses for printing, postage, office, traveling, etc. they plan to finance their work independently and thus allow freedom to the other units to finance their work without contributing to the national fund for the present at least. Members of the national board have been voluntarily paying their own traveling and personal expenses. 6 - By-law 6 provides that any existing local organization may sponsor and care ; for any local work assigned to it.
