Note: In many localities all across the continent bands of red-blooded men and women have struggled for years and today roads and bridges are conquering terrific situations. These arc Empire Builders and this banquet should afford opportunity to give some meed of praise to the men and women who are weaving these thousands of miles of primitive roads into an internationally recognized system of trunkline highways. RULES SUGGESTED FOR THE CONVENTION All resolutions must be submitted in writing for reference to appropriate committees before debate and action. Resolutions of importance should be submitted ■to the Convention Committee by March LOlh for inclusion in a Convention Manual it is hoped can be printed for the Convention. Votes on vital questions, to he legal, must be by members in good standing. On all general questions votes by both members and delegates will be accepted. Officers and directors must be members in good standing.
