REPORT so TEH ADVISORY BOARD OP SHE OLD SPANISH TRAIL AS SAir AIT SOI: 10 0C20BER IV, 1922 BY SEE HAT AG It! G DISECS OS There has Beer, bo much poison spread abroad in recent months', and so man,7 demoralizing influences that are merely demagogic pretence at good for the Old Spanish Trail that as a. personal matter 1 would bo willing tc give all the facts to the members' and the newspapers and let the tribunal of public opinion act. Intrigue and misrepresentation would then soon atop, and the interest of the people in this project* would react and' give it new life. I had not"been bact in sen Antonio from the eastern khsk ar.fi £ma the Washington v/ork two weeks before I had all the evidence reeded for this policy of publicity. But there were many in Ban Antonio who have supported this work since Headquarters has been here, and as 3an Antonians and as Texans they Preferred to work out the situation constructively and prove that gar Antonio that had operated so recklessly in my sc von. monchs aosence. In this Inore e UBHorucjorro puxitwy j* v mrci-o jiXKfXSfSlSUi*?/ *&~C? v.^ '0\i iTIiITTU facts free from all personal c nsiderations, so I appointed a eomuitteo of five substantial and successful business men. of Bar Antonio to investigate and report. All these men Jjave boon icmbors of the Association from the beginning and four of them aro members' of the advisory Board. Their business standing assures their independence. To insure a thoro and impartial investigation the public auditors previously employed by the .resident, and also the attorneys of the Association, were placed at the command of this Committee. Tho resident accepted this committee as satisfactory and agreed to abido by its conclusions. ' This" Committee, 'saj the auditors, and the attorneys, spent a month inquiring into all' activities. A i-joro audit of books doesn't necessarily show reckless or injudicious disbursements, wasteful policies, stupid methods, illegal oonuuct or false representation. * This Committee lias been ready to report air.ee dept ember 18th. T.y one ezeuso and another tho meeting of tho Advisory Board to receive that report hag boon dolayod. Meanwhile in keeping with my desire to allow the Committee absolute freedom I have refrained from assuming" control of affairs. It seems however that the President lias taken advantage of this attitude, and instead of awaiting the report and recommendations of the Committeo and of this Advisory Board, ho has gone on more recklessly than befrre. This Comitteo now unanimously recommends tho resignation of the President. The reportsshow that the policies in force before the period of usurpation woro good and the auditors recommend they bo madgi the fixed policies of the Association, and this Committee accepts*" as proper for tho businesslike conduct of the work. The President now roxuaos to resign despite the fact ho pledged himself before this Board to abido by tho judgment of this Committee. This final act of discredit, coupled with his continued efforts to confuse the issues with demagogic pretenses makes it" necessary to give the whole story to the public, for as reputable men wo cannot continue to keep
