Stopped over on return from Washington and the East to report to you and Mayor Lea. Sorry you were away. The OST is now over and our work hereafter must follow very diffsrnt linec; I wanted to talk with you about these possible changes in policy also. I have found here at San Antonio, as I have been fearing for some time, very \mbusiness-like conditions. Finances and other thing3 are seriously involved and it looks as though I must take up another white man's burden. The enclosed letter has reference to a man I understand is at Beaumont now. From what I can gather he has been allowed to go out on conditions that cannot possibly be approved. In this hovmcer I may be mistaken, for* my information is meagre, and there are no records here- I am told he seems like a good sort of a man. I am sending the letter to avoid any further complications and financial obligations from contracts similar to other contracts in my absence now giving trouble here. With kirdest regards, I am.
