7	- The Department of Beautification shall have its own BUDGETARY ALLOV/ANCE which shall be fixed by the OST Executive Board. All membership and other funds paid by the women shall be given to this Department for its use. Disbursements shall be as approved by the national Board of Managers.
8	- FINANCES--For the Department work there shall be an ASSOCIATE MEMBERSHIP
of $1.00 per year together with an initiation fee of $1,00 with voting power only in the Department and the Parliament meetingsThe Eoard of Managers shall be authorized to plan other measures for financing the work subject to approval by the OST Executive Board. REGULAR OLD SPANISH TRAIL MEMBERSHIPS carrying full voting and other powers aro $10.00 per year. All local associate memberships may be retained for local beautification work, and deposited by the local Executive Committee in a separate fund entitled "Old Spanish Trail Beautification Work," and disbursed on the signature of the chairman and vhe treasurer. The national Board of Managers shall have authority to regulate the use of such funds. Memberships
or contributions may be designated by the contributor to any department or fund he or she may select, except that the National and State Directors must be regular members of the Old Spanish Trail Association in good standing; this membership is $10.00 per year payable to the national treasurer. Women members of the national association of the Old Spanish Trail shall be members of the local Chapter including the right to vote without further payment of dues. All memberships run according to the calendar year.
9	- The National Director shall ho.ve authority thru the national Board of Managers to appoint SPECIAL COMMITTEES for any special work.
10	- A PAID MANAGER and other omployoes may be engaged by the national Board of Managers to carry on the work of the Department.
11	- The term of office shall run from October to October; elections of officers shall be at the first meeting in October.
12	- Roberts Rules of parliamentary practice shall govern all meetings.
13	- Amendments to these by-laws shall be by action of the Board of Managers and confirmed by the OST Executive Board.
