BY-IAWS Department of Beautification, Old Spanish Trail. -sMay 1927 .y * if * * * WHEREAS, the Parliament of Women at the Old Spanish Trail Convention at New Orleans March 1923 recommended the permanent organization of the women for highway beautification, and that the Old Spanish Trail Association should select the National Director, and also that state and local organizations should be formed, and WHEREaS, in keeping with this action the national Old Spanish Trail officials called a meeting, January 14, 1924, of the presidents of the women's clubs and of other representative women of San Antonio, and WHEREaS, at this meeting of the women of San Antonio a Committee on Permanent Organization was elected to complete the plans for the permanent organization in sympathy with the decisions of the Parliament of Women at New Orleans. THE PLAN OF ORGANIZATION OR BY-LaWS AS NOW ADOPTED FOLLOWS: 1 - The BEAUTIFICATION WORK shall be entrusted to a separate department to be known as the Department of Beautification. 2 — The WOMEN'S PARLIAMENT shall be continued in connection with the Old Spanish Trail Convention as the general meeting for the promotion of the women’s work. 3 - There shall be a NATIONAL DIRECTOR who shall be the presiding officer of the Women's Parliament and the executive officer of the Department of Beautification, and shall be elected by the Women's Parliament or at a duly called meeting of the members in the headquarters county after one year's service if no convention is held or in event of a vacancy occurring. 4 - The DEPARTMENT OF BEAUTIFICATION SHALL BE MANAGED, subject to the direction of the National Board of Directors of the Old Spanish Trail Association, by a national BOARD OF MANAGERS of seven women, of whom the National Director shall be one. The Associate Managers shall be appointed by the National Director and confirmed by the OST Executive Board and shall serve for one year, or until their successors are appointed. Four shall constitute a quorum of the national Board of Managers. 5 - STATE EXECUTIVE BOaRDS shall be organized consisting of a STATE DIRECTOR and of ASSOCIATE DIRECTORS appointed by the National Director and approved by the national Board of Managers. States may be divided into districts with separate Executive Boards. Associate Directors may be nominated by the State Director. 6 - Local EXECUTIVE COMMITTEES shall be appointed in the respective communities or counties along the Old Spanish Trail by the State Director consisting of a chairman, a secretary and a treasurer. When a local membership is created this membership shall constitute the local Chapter of the Beautification Department, the Executive Committee serving as officers until the succeeding October when the membership shall elect its officers for the succeeding year. The local Chapter shall have power, to select or appoint organizations or committees to SPONSOR and care for designated sections of the work, the work to bo conducted thru the local Chapter and as directed by the State Director and the national Board of Managers.
