BARCELONA, Spain, Oct. 5 (r?;. Coni dr. Ramon Franco, Spanish aviator and political extremist, has run into hard luck again. He fell Into the ocean on a flight, was often jailed, and last summer broke a leg when a platform collapsed. Yesterday he toppled down a flight of stairs at the government palace, and broke his leg again.
