My dear Mrs. Phillips:
I am in receipt of your letter of the 5th
instant, extending an invitation to address the Old
Spanish Trail Convention on May 18th. I assure
you nothing would give me more pleasure than to
attend this Convention, as no one is more interested
in the progress of good roads than myself® However,
press of official business during this crisis, which
I do not have to tell you is grave, will prevent
my accepting your very kind invitation® I sincerely
hope the meeting will he a great success, and with
expression of deep regret that I am unable to attend,
I remain.
