The brief of laws throughout the United States prohibiting road side advertising as submitted to our office through the courtesy of Mrs. J.T. Smith was delivered to our state highway engineer for the purpose of advising him toward any desired legislation. None has since been indicated and we have prepared no bill. However, the legislature of Washington will convene early in January and if any such bill is proposed the contents thereof will be transmitted to you at once. It has been rny theory that the state owns all rights to its highways which the travel demands require and that its better course is under the police power to prohibit any infringement upon the public enjoyment and use therein, rather than to attempt to control through revenue measures.
